Panel warns Gulf oil spill could happen again

A presidential panel is warning that disasters such as last year’s massive Gulf oil spill could happen again unless significant reform occurs in the offshore oil and gas industry.

In a 48-page excerpt of its final report, due to President Obama Jan. 11 but obtained Wednesday by The Associated Press, the oil spill commission described systemic problems within the industry.

It said poor decisions by BP, Halliburton and Transocean, the three key companies involved in the Gulf disaster, led to technical problems that contributed to the April 20 Deepwater Horizon explosion, which killed 11 people and caused the worst oil spill in U.S. history.
